UNDER-SECRETARY of State for India announced during debate on opium in

Foreign Office, May 10, 1913. House of Commons on Wednesday night that His Majesty's Government were prepared to revise 1911 Treaty, and not send any more opium to China with the single condition that they desired to be satisfied that China was steadfast, as was believed, in the pursuit of her present policy of suppression.

It may be necessary to publish reports showing the results of recent investigation, and it would be useful if you could inform me by despatch whether you have got any summary of information which would be suitable for laying before Parliament, and also when Mr. Rose's report is likely to be ready (vide your despatch No. 140).
